Which rate does Revenue accept for Central African CFA francs?

A converter tells you what your money is worth today. A tax return needs the euro value at a specific point in time, and Revenue has two rules:

  • Income (salary earned abroad, rent, dividends, interest, a pension): the XAF is not on Revenue's list of annual average rates (Tax and Duty Manual Part 04-06-12), and Revenue doesn't say which rate to use instead. Use the rate you actually received when the money was converted, or a published central bank rate for the year, apply the same method all year, and keep a note of the rate used.
  • Gains and share awards (a sale of shares or crypto priced in XAF, an RSU vest): the euro value at the rate on the date of the transaction. Both the purchase and the sale are converted on their own dates, so part of your gain or loss can be the exchange rate itself.

Ireland has no tax treaty with Cameroon or the other CEMAC countries; because the franc is fixed to the euro, the annual average and the rate on the day are the same.

Questions about XAF to EUR

What is the XAF to EUR exchange rate today?

The Central African CFA franc is pegged to the euro at 1 EUR = 655.957 XAF, a fixed parity that has not changed since 1999, so the converter above always uses that rate. Banks and transfer services still charge a fee or margin on top.

Which exchange rate does Revenue accept for Central African income on an Irish tax return?

The XAF is not on Revenue's list of annual average rates (Tax and Duty Manual Part 04-06-12), and Revenue doesn't say which rate to use instead. For foreign income (salary, rent, dividends) in Central African CFA francs, use the rate you actually received when the money was converted, or a published central bank rate for the year, apply the same method all year, and keep a note of the rate used. For a capital gain or an RSU vest, the euro value is taken at the rate on the date of the transaction.

Do I pay Irish tax on Central African CFA francs I bring to Ireland?

Moving your own savings is not income and is not taxed. What matters is whether income or gains arose while you were Irish tax resident: if you are not Irish-domiciled, foreign investment income and gains are taxed only when you bring them into Ireland (the remittance basis), so keep pre-arrival capital and post-arrival income in separate accounts.

Why is the rate my bank gives me worse than the one shown here?

The rate shown here is a mid-market reference rate with no margin. Banks, card networks and transfer services buy at one rate and sell at another, and some add a fee; the gap is their charge. For a tax return, what counts is a consistent, documented rate: Revenue's own tables are built on mid-market rates, and the rate you actually received is also accepted.
